The Project Manager will be based in Shanghai, China and or at the project site and will be responsible for the overall management and execution of a new build nuclear generating facility which is a large technically complex and diverse program including responsibility for cost, schedule, performance, subcontract management, and customer satisfaction.
Serves as the primary point of contact interfacing the client, technical staff, subordinate managers, technical personnel, subcontractors, functional support personnel, other project stakeholders and government agencies,.
The individual will operate and maintain systems for planning, documenting and controlling work performed, manpower expended, quality of work, adherence to regulations governing employment and the workplace, enforcement of ethical standards, purchasing and Vendor, supplier and subcontracting performance incurred in the execution of the contract.
Responsible and accountable for the build of the project team, successful delivery of the project within budget, on schedule and in accordance with the approved plans and specifications and applicable government codes, all within established project methodologies
Responsibilities
- Oversee all project operations for the project, including responsibility for and actively accountable for Profit and Loss;
- Monitor and control the project to ensure they are delivered to budget and program;
- Ensuring financial and non-financial targets are met, especially Health, Safety, Human Performance and Quality etc.;
- Facilitate operational oversight for multiple departments and identify opportunities for maintaining the most cost efficient operation;
- Meet and exceed requirements including organizational, state, compliance and contractual agreements;
- Proven experience working with large complex projects and multiple stakeholders
- Experience with every phase of a large project or group of smaller projects, including planning, directing, supervising and controlling all technical, fiscal and administrative functions of the project.
- Specific experience with proposal preparation, estimating, planning, pricing, risk analysis / management and contract negotiation with customer.
- Experience in managing overall project execution to contract scope and requirements including terms and conditions and performance parameters.
- Experience with implementing the planning necessary to meet contract requirements; to control and complete project on time according to schedule, within estimated hours, budgeted cost and with high quality.
- Experience with monitoring all aspects of project performance to expected/planned measure (i.e., technical, legal, cost, schedule and financial, etc.) and take immediate corrective action if necessary.
- Confident and proficient in managing third party relationships such as global outsourcing and off-shoring relationships, and to manage complex vendor negotiations.
- A successful track record in managing differing contracting arrangement / types, this should include guaranteed maximum price, fixed price, time and material, target price, unit price and cost reimbursable for undertakings in the areas of engineering procurement (EP), engineering, procurement and construction (EPC), engineering, procurement, construction and management (EPCM) etc.
Qualifications
Minimum qualifications
- Bachelor in Engineering or Equivalent
- A minimum of 15 years of proven significant project management experience within the EPC sector
- At least 10 years of experience working as a Project Manager with design, procurement, testing, commissioning, operation and maintenance.
Preferred qualifications
- Seasoned and experienced: minimum 15 years’ experience in the power sector including with a demonstration of significant profit & loss experience.
- Significant front line international experience in all aspects of a product, service or project life cycle, with particular denotation from inception to handover. Have a history of managing high profile project ranging from Project costs of $500M+
- Experience with heavily regulated will be an asset but not a preference
- Strong leader with a proven track record of building and directing management teams ideally around multiple, large and complex projects.
- Confident and proficient in managing third party relationships such as global outsourcing and off-shoring relationships, and to manage complex vendor negotiations.
- Proven ability in management, coordination, and administration of projects from the conceptual stages through planning, engineering, procurement, construction, start-up, commissioning, performance testing, operations, and prime contract close-out;
- A successful track record in managing differing contracting arrangement / types, this should include guaranteed maximum price, fixed price, time and material, target price, unit price and cost reimbursable for undertakings in the areas of engineering procurement (EP), engineering, procurement and construction (EPC), engineering, procurement, construction and management (EPCM) etc.;
- Sound legal, commercial and contract management skills;
- Ability to create and maintain strong customer relationships with cultural sensitivity;
- Ability to integrate multi-disciplinary teams including technical and support staff;
- Project Management Training / Certification is an asset
